To use the WhatsApp Business API, you first create a 'Business' type app on developers.facebook.com, link it to your Meta Business Manager, add the WhatsApp product, connect and verify a phone number, then generate a permanent access token and webhook. This takes 30-40 minutes of clicking plus 2-5 working days for Meta's business verification. Before a single WhatsApp message can be sent through the API, Meta needs a technical container to hold your credentials, your phone number and your permissions. That container is called an 'app' and it lives inside developers.facebook.com (Meta for Developers). Creating it correctly is the first real gate every Indian business hits when they decide to move off manual WhatsApp Web and onto the official WhatsApp Business Platform.
What exactly is a Meta app and why does WhatsApp API need one?
Every business that wants to send or receive messages through the WhatsApp Business API needs a registered 'app' on Meta's developer platform. This app is where your WhatsApp Business Account (WABA), your phone number, your access tokens and your webhook configuration all get tied together. Without it, there's no way for the Graph API to know who you are or what you're allowed to do. Think of it as the office file that holds all your WhatsApp business paperwork in one place.
What do you need ready before you start?
- A Meta Business Manager account (business.facebook.com) with your business already added
- A registered business, ideally with GST or a business PAN handy for later verification
- A phone number that isn't currently logged into personal WhatsApp or the WhatsApp Business app
- Documents for business verification: GST certificate, business PAN, or a utility bill showing the business address
- Someone with admin rights on the Business Manager, since the app gets attached to that account
How do you actually create the app on Meta for Developers?
- Go to developers.facebook.com and log in with the Facebook account linked to your Business Manager.
- Click 'My Apps' in the top right, then 'Create App'.
- Choose the app type 'Business' — this unlocks the WhatsApp product along with Commerce and other business tools.
- Give the app a name, for example 'YourBrand WhatsApp'. Avoid using the words 'WhatsApp' or 'Meta' in the name itself; Meta's system rejects those automatically.
- Attach the app to your existing Business Manager account from the dropdown.
- Click Create App and complete the security captcha check.
How do you add the WhatsApp product and connect a phone number?
Once the app exists, go to 'Add Products' on the dashboard and select WhatsApp, then Set Up. Meta will either create a new WABA for you or let you attach an existing one. In the API Setup tab, you'll immediately get a free test number and a temporary token valid for 24 hours, which lets you send test messages to up to five verified numbers. That's fine for checking your integration works.
To actually go live, click 'Add phone number', enter your real business number and verify it via SMS or voice OTP. Two things trip people up here: the number can't have an active personal WhatsApp account on it (you need to delete that account first), and once a number is registered on the API, it can no longer be used with the regular WhatsApp Business app on a phone.
How do you generate a permanent access token and set up webhooks?
The temporary token from setup expires in 24 hours, so it's not usable for a live business. For production, go to Business Settings inside Business Manager, create a System User, give it Admin access to the app, and generate a permanent token with the whatsapp_business_messaging and whatsapp_business_management permissions. Store this token securely, it's effectively the password to your WhatsApp business account.
Next, under the WhatsApp Configuration tab, add your webhook URL (either your own server, or the endpoint given by whichever platform is handling messages for you) and subscribe to the fields you need, usually 'messages' and 'message_status'. Meta will send a verification request to your webhook using a token you define, and your server needs to echo it back correctly for the connection to activate.
Do you need App Review and business verification?
For your own business's WhatsApp usage, you generally don't need Meta's full App Review, that's mainly for companies building software for other businesses to use. What you do need is Business Verification: Meta checks your GST certificate, PAN or address proof to confirm you're a real registered entity. This usually takes two to five working days, longer if the documents don't exactly match your registered business name.
Separately, your WhatsApp Business Profile display name (the name customers see in chat) needs its own approval, typically within 24-48 hours, and it must reasonably match your registered business name. Skip this step and Meta will keep bouncing your display name requests.
Keep your Business Manager ID, WABA ID, phone number ID, and permanent token noted in one secure document (a password manager, not a WhatsApp chat to yourself). Half the support tickets we see are simply someone who lost track of which ID belongs where.
What mistakes commonly get founders stuck here?
- Naming the app with 'WhatsApp' or 'Meta' in it, which gets auto-rejected during creation
- Trying to register a number that still has an active personal WhatsApp account on it
- Attempting verification without GST, PAN or any registered business proof, which stalls indefinitely
- Not tracking the 1,000 free service conversations per WABA per month, after which Meta's conversation-based pricing applies based on category and country
- Losing the permanent token and having to regenerate it, which breaks every integration pointing to it until updated everywhere
